HTET : Impersonation case: HC stays termination notice to teacher in Chandigarh

CHANDIGARH: The Punjab and Haryana high court on Thursday stayed the show cause notice issued by the Haryana elementary education department to a primary teacher, who was found to have cleared the state teachers' eligibility test through impersonation to secure appointment.
HC passed these orders while hearing a petition filed by Ajay Kumar of Sonipat district who was a PRT in the state elementary education department. On March 5, he was issued show cause notice by the department giving him 15-day time to explain why his services should not be terminated.
The department had issued him a notice following the undertaking given by the state director for elementary education before the Punjab and Haryana high court that strict action would be taken against around 1,000 PRTs who had been found guilty during scientific verification.
Staying the March 5 show cause notice, the HC also issued a notice to the state education department seeking its reply in the matter on March 19. Petitioner's main argument was that proper procedure was not followed by the state before issuing him a show cause notice to terminate his service.
Around 8,200 PRTs teachers, selected by the state government in 2009, were verified by the state education board Haryana to have allegedly cleared the Haryana Teachers Eligibility Test (HTET) through impersonation. Out of 7,979 candidates, who had appeared before a committee that had conducted the forensic examination of their thumb impressions, 778 had been found guilty, 228 had resigned and 22 had expired. Only 1,095 candidates were found to be genuine while appointments of around 6,060 candidates are still doubtful and their reexamination is being conducted by the department.
The matter had come under the judicial lens in December 2010, when one Praveen Kumar and seven others moved a petition before the high court seeking directions to verify the thumb impressions of all selected PRTs teachers on the basis of HTET examination qualified by them in 2009. There were allegations that majority of the selected candidates had cleared the exam through impersonation and were part of an elaborate scam where these candidates hired some other candidates to sit in the HTET on their behalf to clear the exam.
